The following records are considered to be Vital Records that are maintained at the State level:

Only Certified Copies of Vital Records can be Apostilled or Legalized. Certified Copies of Vital Records are issued by the Vital Records Departments on the State or County levels. An Apostille confirms that the signature on the Vital Record is indeed official and true.
